After the 2000 presidential election flap, states and municipalities enacted various reforms to ensure that elections would incite as little controversy as possible. But a national study released Tuesday that zoomed in on election procedures in Passaic County says otherwise.

Despite federal monitoring, Hispanic voters in Passaic County were intimidated in "incidents that brought back images of the South in the 1960s," said the report, released by the nonpartisan, nonprofit Century Foundation of New York and written by Ingrid W. Reed of the Eagleton Institute of Politics at Rutgers.
