In this briefing, the third in a series examining election reform issues, electionline.org and the Constitution Project reviewed state practices for verifying voters� eligibility and identity. While the first two reports on statewide voter registration and provisional ballots looked at what most consider consensus issues in election reform, this survey and report deal with one of the most divisive issue in elections � how to identify voters at the polls and what should be required of them.
