The Bush administration will signal its support for election reform legislation by including money for improving state voting equipment and procedures in the forthcoming budget, White House officials disclosed yesterday.
The president's budget for fiscal 2003, scheduled to be made public next month, will include a $400 million down payment on a revolving fund to which the federal government would contribute equal amounts for the following two years, yielding a $1.2 billion endowment on which state and local jurisdictions could draw over a number of years.
