Things are so bad with the nation's voting system, says former President Jimmy Carter, that the United States would not even qualify to have monitors from his Carter Center oversee federal elections.

First, it bears emphasizing that we won't find the "bad" by targeting the presidential election in Florida, which Democrats keep dredging up. There's more hype than substance to their blame game of "uncounted" votes, butterfly ballots, old voting machines, hanging chads and voter intimidation.
