EXCERPT

The NAACP's recently released report demonstrated that there has been very little progress in the states with respect to election reform. This failure to improve shows the need for federal action to set national standards. Concern with terrorism is no excuse for Congress failing to address a problem that is so obviously in need of repair and that lies at the heart of our democracy.
