New Election Reform Information
 
The Congress has passed and the President has signed appropriations legislation that provides $1.5 billion for the Help America Vote Act for fiscal year 2003. Originally, for FY03, the Help America Vote Act authorized $650 million to be distributed to the states both for planning purposes and to begin the punch-card/lever machine buyouts authorized by the Act. An additional $1.4 billion was authorized for meeting the requirements of the law along with some smaller amounts, making the total FY03 authorization $2.16 billion. The $1.5 billion figure in the omnibus appropriations bill therefore represents a funding level of approximately 70% of the original authorization for FY03.
