The program will explore the serious problems that exist in the structure and function of New York’s highly partisan system of administering elections, and consider a restructuring of the board of elections system that now exists at both the state and city levels. We will discuss alternative electoral systems currently in place throughout the country as well as other possible models that could be adopted by New York and other states.
