ReformElections.org is The Century Foundation's informational web site on election
reform policy. In addition to the Foundation's ongoing research on election
reform issues, Reformelections.org features resource guides, policy developments,
and the latest research from the election reform community.
The Century Foundation has been at the forefront of efforts to reform the voting
system since the issue achieved national prominence following the 2000 presidential
contest. In 2001, the foundation cosponsored the National
Commission on Federal Election Reform, cochaired by former presidents Gerald
Ford and Jimmy Carter. The final report of that commission served as the model
for important measures in the Help America Vote Act.
Since that time The Century Foundation has published numerous reports and sponsored
several events on issues related to the U.S. election system. In the lead up
to the 2004 election, the Foundation released issue briefs and analyses investigating
what progress states had achieved since the 2000 election, and where vulnerabilities
remained. Notable publications included: Playing
Games with Democracy, an analysis of how some provisions of the Help America
Vote Act were being implemented in ways that disenfranchised voters; Primary
Education, a guide to election reform issues that might have impacted the
2004 primary election season (with Electionline.org); and African
Americans, Voting Machines, and Spoiled Ballots, a review of the unequal
impact different voting systems have on population groups.
Most recently, the Foundation's efforts have focused on what can be learned
from the problems of the 2004 election, and how states can move forward to ensure
real progress has been achieved by the 2006 and 2008 elections. In July 2005,
the Foundation published Balancing
Access and Integrity: The Report of The Century Foundation Working Group on
State Implementation of Election Reform. Produced by a group of prominent
election reform experts, the report offers specific recommendations to the states
as they move beyond 2004 and continue to negotiate both federal and state-level
reforms. |
