The Election Assistance Commission was established by Congress in the Help America Vote Act of 2002 (HAVA) to oversee the implementation of this election reform law. This report summarizes HAVA-related activities that occurred during FY 2003 and describes EAC activities for the first part of FY 2004. It also provides recommendations to Congress for actions necessary to fully achieve the goals established by HAVA.
