A report released by the Asian American Legal Defense & Education Fund (AALDEF) assesses how the New York City Board of Elections complied with the language assistance provisions of the federal Voting Rights Act with respect to Asian American voters in the 2003 elections. AALDEF saw improvement by the Board of Elections over past elections, but six ongoing types of problems are described in this report:
1. Inappropriate conduct by poll workers.
2. Voter registration forms incorrectly completed by Asian Americans or lost or mishandled.
3. Poor availability or design of translated materials.
4. Poorly trained, too few, or no interpreters at poll sites.
5. Confusion over poll sites and election districts.
6. Broken machines, poor publicity, and other problems.
