This paper from the CalTech/MIT Voting Technology Project examines problem areas in election procedures and practices that result in high numbers of voided or lost votes. It recommends four immediate steps that the Election Assistance Commission should take to improve the electoral process for the November 2004 presidential election, as well as selected other suggestions to make the voting process more effective.

The report councils the EAC to implement these practices:
1. Require reporting of election data.
2. Fix common ballot problems.
3. Produce provisional voting guidelines quickly.
4. Develop common complaint procedures and election monitoring processes.
