ELECTION 2004: Review and Recommendations by The Nation's Elections Administrators

In this report by the Election Center, a group of elections administrators from across the country provide recommendations from the unique vantage point of being the people who actually have to make our elections work day in and day out. Their recommendations cover reforming the process of voter registration by third party groups and other voter registration practices; provisional ballots; voting machines; expanding early, absentee and mail-in voting; poll workers recruitment and training; and, notably, expanding the use of "election centers" rather than multiple polling sites. The group also states that, "Despite the passage of the Help America Vote Act of 2002 (HAVA) and the appropriation of $3 billion in federal funds, it is clear that there is room for improvement in the way our election system is administered. However, we must reiterate our statement following the November 2000 general election, in our professional opinion; America's election system is NOT in crisis. Proposals for change should be carefully weighed with due regard to what is possible given the resources available to administer elections.
