Citizens Union Foundation has issued a report showing that if New York voters were allowed to register and vote on the same day, they would likely turn out in higher numbers to vote at the polls on Election Day. The report suggests that, in a city where residents are highly mobile and free time is scarce, a registration deadline of twenty-five days before the election becomes a limiting barrier to exercising one’s constitutional right to cast a vote and thereby reduces voter participation.
