The Collins Center for Public Policy, Inc. (Tallahassee/Miami) in cooperation with the Cal Tech/MIT Voting Technology Project, The Century Foundation, and Electionline.org are sponsors of this national one-day conference on the impact of election reform on the November 2002 election cycle. We have invited Jeff Greenfield of CNN to be our keynote speaker and we will have election reform experts and journalists from across the country will present their analysis on issues like voter registration, voting technology, poll worker recruitment and training, voter education, convenience and absentee voting, and the new federal Help America Vote Act. The program will explore the serious problems that exist in the structure and function of New York�s highly partisan system of administering elections, and consider a restructuring of the board of elections system that now exists at both the state and city levels. We will discuss alternative electoral systems currently in place throughout the country as well as other possible models that could be adopted by New York and other states. A System Still Broken: Reports on the 2001 Elections

The Century Foundation, co-sponsor of the National Commission on Federal Election Reform, has researched and produced detailed reports on the 2001 gubernatorial elections in New Jersey and Virginia, and the mayoral elections in New York City and Los Angeles. At the forum, we will discuss the findings from this research. As the recent Florida primaries also demonstrated, the reports show how far we still have to go in reforming the electoral process. A number of flaws in the system were once again revealed in these four jurisdictions. However, the reports also demonstrate what does work to make the system fair and effective, and thus are instructive as to what should be done in other jurisdictions and nationally. This information is particularly critical for the public to know about on the eve of Election Day 2002 when elections will be taking place across the nation. Moreover, if, as now looks likely, Congress fails to reach accord on federal election reform by the date of our event, we will discuss how the reports show the need for such action.
