Report: July 23, 2002 Reforming the Voter Registration System
EXCERPT
Studies show that voter registration is a major factor in low voter turnout in the United States. As a result, several reforms have been advocated to ease the voter registration process. These include Election Day registration, moving registration deadlines closer to elections, and shifting the burden of voter registration and voter registration activities more toward the federal government.
