A System Still Broken: Reports on the 2001 Elections

The Century Foundation, co-sponsor of the National Commission on Federal Election Reform, has researched and produced detailed reports on the 2001 gubernatorial elections in New Jersey and Virginia, and the mayoral elections in New York City and Los Angeles. At the forum, we will discuss the findings from this research. As the recent Florida primaries also demonstrated, the reports show how far we still have to go in reforming the electoral process. A number of flaws in the system were once again revealed in these four jurisdictions. However, the reports also demonstrate what does work to make the system fair and effective, and thus are instructive as to what should be done in other jurisdictions and nationally. This information is particularly critical for the public to know about on the eve of Election Day 2002 when elections will be taking place across the nation. Moreover, if, as now looks likely, Congress fails to reach accord on federal election reform by the date of our event, we will discuss how the reports show the need for such action. New York has developed a notorious reputation for its arcane election laws. This forum will explore how elections are run in New York, the unique obstacles candidates and voters must overcome to participate in the democratic process in the state and some of the proposals to improve the process. In addition, speakers will address New York's vulnerability to an Equal Protection claim of the kind that befell Florida.

At this hearing, the Commissioners will hear from a number of expert witnesses who will provide their perspectives on the best options for federal election reform, focusing on the legal issues surrounding proposed reforms and their implementation. The hearing will be broadcast live on this site.

National Commission on Federal Election Reform Public Hearing
Thursday, Apr 12, 2001 at Ronald Reagan Presidential Library in Simi Valley, CA.
This hearing will focus on election best practices. The Secretaries of State of California and Oregon, as well as Los Angeles area registrars will offer perspectives on election reform. Congresswoman Maxine Waters, Chair of the Democratic Caucus's Special Committee on Election Reform, and others will offer insights on citizen participation. New voting technologies will be showcased. It furthers the Commission's work to issue recommendations this Fall for pragmatic, bipartisan and politically viable election reform.
